Après la numérisation des documents d'urbanisme, le groupe de travail PLU/SUP du CNIG travaille maintenant sur les servitudes d'utilité publique.

Qu'est ce qu'une SUP ?
Commençons donc par nous demander ce qu'est une SUP.Une servitude d'utilité publique est une limitation administrative au droit de propriété instituée au bénéfice de personnes publiques ou leurs concessionnaires et délégataires. Elles sont instituées par une autorité publique dans un but d’intérêt général. Les servitudes d'utilité publique se superposent aux POS et PLU en rajoutant une contrainte de niveau supérieur.
Exercice pratique :
- Une zone POS avec un COS à 0,2, c'est-à-dire que sur 1500 m² de terrain on peut construite 300 m²,
- mais le PPR feux de forêts plafonne la surface habitable des constructions à 140 m² :
- c'est le PPR qui s'applique et non le POS.
Les SUP sont annexées aux PLU, du moins celles affectant l'utilisation des sols, suivant les articles L126-1 et R126-1 du code de l'urbanisme.

Contrairement à l'exemple précédent, et dans la majeure partie des cas, les POS et PLU intègrent les principales SUP de leurs territoires de manière à adapter la règlementation. Ainsi, il est tenu compte des différentes zones du plan de prévention des risques inondations pour autoriser ou pas la construction ou bien les zonages sont adaptés à la proximité d'un aéroport et de la zone de bruit qu'il génère.

Notion de générateur et d'assiette
En matière de SUP, on parle de générateur et d'assiette. Le générateur est l'origine de la Servitude d'Utilité Publique, par exemple le bâtiment historique qui est le centre d'un cercle de 500 mètres autour duquel s'applique un périmètre de protection. Dans cet exemple, le cercle de 500 mètres de diamètre est l'assiette de la servitude. Pour compliquer un peu tout ça, mais sans rentrer dans le détail, un générateur peut être la source de plusieurs servitudes et un périmètre peut contenir plusieurs assiettes et donc plusieurs générateurs.

Il existe quatre catégories de SUP :
- celles relatives à la conservation du patrimoine comme les zones de protection autour des monuments historiques,
- celles définies autour de certaines ressources et équipements comme les mines ou des canalisations,
- celles relatives à la défense nationale,
- enfin celles touchant à la salubrité et à la sécurité publique.
Au total, il existe près de 70 SUP.

Un travail d'organisation des données SUP
Côté numérisation, il faut savoir qu'il existe déjà, depuis plusieurs années, un modèle de données pour les SUP, intégré d'ailleurs dans l'outil de numérisation du ministère dénommé GéoSUP.

Un groupe de travail de la DGALN a été constitué autour de la numérisation des servitudes d'utilité publique. Les travaux actuels ne portent pas uniquement sur la numérisation des SUP mais comportent également un important volet juridique. Ainsi, des fiches sont en cours de rédaction pour chacune de ces SUP qui comprendront : les fondements juridiques de la SUP avec les références législatives et règlementaires, les bénéficiaires et gestionnaires possibles, la description des procédures d'instauration de ces SUP, la logique de numérisation définissant le générateur et l'assiette, et les différentes étapes de numérisation dans les outils du ministère, incluant les éléments de codification de la SUP, du générateur, et de l'assiette.

Pour exemple, la servitude de type AC1, qui est une servitude relative à la protection du patrimoine comprend à la fois des périmètres de droit commun de 500 m autour des édifices classés ou inscrits à l'inventaire supplémentaire, des périmètres étendus, des périmètres modifiés, ou des périmètres adaptés notamment en zone de protection du patrimoine architectural, urbain, et paysager (ZPPAUP).
Ces fiches constitueront un véritable guide méthodologique aidant les services à numériser. En effet, même si le modèle de données existe depuis plusieurs années, les DDT accusent un certain retard dans la numérisation. Nous sortons à peine de l'époque où les SUP étaient fournies dans le porter à connaissance en version papier sur fond de scan 25 !

Ce travail va conduire, comme pour les documents d'urbanisme, à une remise à plat du modèle de données, et là encore dans le respect du modèle hiérarchique d'origine. [www.geomatique-aln.fr]

A terme, la numérisation des SUP permettra d'enrichir la version cartographique de GéoADS, le module géomatique de ADS2007, et outil d'instruction des services du ministère dont le déploiement est prévu en 2011.

Ceci évitera également aux collectivités de numériser ces servitudes alors que cela relève des services de l'Etat, notamment pour les servitudes dont il est gestionnaire ; et serait conforme à une juste répartition des tâches dans laquelle il incomberait à la fois aux services de l'Etat de numériser les servitudes, et aux collectivités locales de numériser leurs documents d'urbanisme.

This functionality is built into every Map Suite control. It sounds like it could take the effort out of procuring maps for use in your .NET GIS applications, given the free and open nature of OpenStreetMap’s data.

got geoint?: Pursuit of ‘Technical Excellence’ Key Theme at GEOINT 2010

Deploying military technology into the theater can be a waiting game, and every stakeholder is looking for a way to get better IT into the hands of troops faster. According to one panel of experts, doing so means getting through “acquisition hell,” harnessing innovation and rethinking engineering. “Technology delivery is a continuum,” said Dawn Meyerriecks, assistant director of national intelligence for acquisition and technology, Office of the Director of National Intelligence (pictured).

Meyerriecks, speaking at the GeoInt 2010 Symposium in New Orleans, also said it’s time to get back to basics with systems engineering in order to take on the new era of high-tech warfare – and to avoid the acquisition oversight hell that can be brought on by taking the wrong approach to acquiring IT.

“If you think about a problem correctly, you don’t have to deal with oversight, and everybody wins,” she said.

Today’s military IT strategy requires both innovation and a broader understanding of the issues at hand, said Dr. Lisa Porter, director of the Intelligence Advanced Research Projects Agency.

“We have to be committed to the pursuit of technological excellence,” Porter said. “We can’t keep relying on what we know how to do. As humans we are prone to stick by things we do well … this doesn’t lead to innovation.”

However, innovation can come from involving users as well as the traditional developers, and the use of open-source technology like user-generated apps needs to be incentivized, Meyerriecks said.

Another major challenge the panel noted was garnering actionable intelligence from massive amounts of data being generated by sensors deployed throughout the theater. Although a wealth of information has resulted from the widespread use of sensors, the data deluge has given rise to additional hurdles.

“We go out and collect more and more data, and expect analysts to magically bring it all together in a finite amount of time,” Porter said. “The mission of intelligence isn’t to collect data. The mission of intelligence is to provide deep insight and understanding into a wide variety of complex issues of national import, so our [leaders] can make good decisions and have high confidence in the consequences of those decisions.”

“Collecting data is a means to an end – it’s not the end,” Porter said.

“It’s about processing, analysis and exploitation of the data,” added Kevin Meiners, acting deputy under secretary for defense, portfolio, programs and resources.

Depois de um longo tempo sem conseguir resolver um problema no i3Geo achei a solução aqui.

O caso é o seguinte: o i3Geo usa janelas flutuantes que se sobrepõem ao mapa em várias situações. Quando se utiliza objetos como o plugin do Google Earth ou elementos em Flash, as janelas ficam escondidas, isso ocorre nos navegadores IE e Chrome.

A solução estava embaixo do meu nariz, já que eu uso a biblioteca do YAHOO (YUI) para criar as janelas flutuantes, e um dos parâmetros é justamente a inclusão de um iframe "escondido" que segue a janela criada.

Na documentação da API do YAHOO o uso desse parâmetro é indicado em algumas situações, mas não para resolver o problema da sobreposição das janelas, por isso eu não o utilizava. Depois de ler o artigo acima, passei a usar e o problema foi resolvido, apesar de eu ter de modificar o zIndex do iFrame, que por default, é um valor muito alto. A imagem abaixo mostra o efeito.

NSGIC News: FGDC Seeks Input on Geospatial Platform

The Federal Geographic Data Committee (FGDC) is seeking input on its plan to modernize the National Spatial Data Infrastructure with The Geospatial Platform. As defined in the plan, the Platform
... will offer a managed portfolio of common geospatial data, services and applications contributed and administered by trusted sources and hosted on a shared infrastructure.

The initiative is intended to increase information sharing across various levels of government and industry. The initiative will use a managed portfolio approach, be implemented using a service-oriented architecture, and will use open and interoperable standards and technology. The Platform will be governed by a Managing Partner and a Partner Network of federal, state, local and private sector organizations.

There is some confusion in the blogosphere over how the Platform relates to the National Map, the GeoLoB (Geospatial Line of Business), Data.gov, and the NOAA web mapping application for the BP Oil Spill response (www.GeoPlatform.gov/GulfResponse). The FGDC plan explains the connections and notes that the existing NOAA application is a prototype for one type of application to be supported by the Platform. NOAA appears to be taking a larger role than in previous NSDI efforts that tended to be primarily USGS.

The Platform has been endorsed by the National Geospatial Advisory Committee. The FGDC is welcoming feedback on the plan via an IdeaScale website or by emails to geoplatformcomments@fgdc.gov through December 2010.

Intelligence Director Says He Will Get Control of Funds
The top intelligence official said he has reached a “conceptual” agreement with Defense Secretary Robert Gates to take control of $50 billion in intelligence spending from the Defense Department. One of the raps against the Office of the Director of National Intelligence has been that it lacks unambiguous authority to implement the remaking of the intelligence community recommended in the wake of the Sept. 11 terrorist attacks. Retired Air Force Lt. Gen. James R. Clapper, picked in June as the fourth director of national intelligence, told an audience here that his office is poised to receive clear authority over national intelligence spending, which currently is hidden in the Defense appropriation. Clapper said he has “secured at least conceptual agreement to take the national intelligence program out of the defense budget” in 2013. Intel Foiled al Qaeda Plot, DNI Chief Says
The nation’s most senior intelligence official said on Monday that U.S. security agencies worked together well in halting al Qaeda’s latest bomb plot, after shortfalls were found after an earlier plot by the group to conduct a suicide bombing on a Detroit-bound jetliner. “We had an exciting weekend with the air-cargo bomb plot,” Director of National Intelligence James Clapper said in a speech here. “Having watched and participated in that over the weekend, it was a remarkable amalgam of intelligence, law enforcement and homeland security, which in this instance worked very well.” Mr. Clapper, in remarks to the annual meeting of the private U.S. Geospatial Intelligence Foundation, also disclosed that he has reached agreement with the Pentagon to take control of some $50 billion worth of nonmilitary intelligence spending for annual budgets that are currently part of the defense budget. One Spy to Rule Them All: Top Spook Launches Push for Real Power
Under an emerging deal hashed out between the Pentagon and the director of national intelligence, the country’s top spook might, for the first time, actually control the thousands of spies and contractors he’s responsible for overseeing. Just follow the money. You might think the director of national intelligence actually runs the spy world. But that would make too much sense. In fact, as long as there’s been a “community” of spy agencies, the Defense Department has kept the intelligence budget (now totaling $80.1 billion annually) under the military thumb. That’s not really surprising, since the military’s intelligence services — the National Security Agency, the Defense Intelligence Agency, the National Geospatial Intelligence Agency and others — own the majority of big-ticket intel items like space satellites. But it has meant that functional control of the intelligence budget isn’t in the hands of the nation’s top spy, despite years’ of legislative and bureaucratic fixes to consolidate control of intelligence under a single official. NGA Looking at Amazon and Apple for Imagery Distribution Ideas
The chief of the U.S. government agency that provides commercial satellite imagery to the nation’s defense and intelligence community on Nov. 2 said the agency will adopt the practices of online retailers and smartphone application developers to make itself more user-friendly. Letitia A. Long, director of the U.S. National Geospatial-Intelligence Agency (NGA), also said her organization needs to expand its expertise from analyzing what is happening toward anticipating what is likely to happen. Addressing the GeoInt 2010 Symposium in New Orleans, organized by the U.S. Geospatial Intelligence Foundation, Long did not say whether the budget pressures on many U.S. government agencies will affect NGA’s operations or its management of the 10-year, $7.3-billion EnhancedView contract for commercial satellite imagery. The new director of the National Geospatial Intelligence Agency unveiled major changes to how the organization does business, saying it must grow more nimble and push its products down to the lowest levels of the military. “I want to fundamentally change the users experience,” Letitia Long told the Geoint 2010 conference here. JGrass Tech Tips: Install JGrass on uDig 1.2

It is now more than one week that the JGrass site is down and our providers are not able to get it up again, I am going to post a very short workaround for people that want to install JGrass and get started anyways.
So first get the newest version by installing uDig 1.2 from the main download site. Make sure to download version 1.2.
Then install the latest JGrass plugins in uDig. There is a great presentation by Silvia that explains how to do that:

Have a look at the first slides to see how to do the install. The only thing that changes is that in this version of uDig the urls of the update sites are missing. So, when it comes to the slide 9, you will have nothing and will have to add a new remote site. This is simply done by pushing that button and adding the following url into it:

It should then look like the following:

At that point you can follow back the slides.

A user sent me a link to the freshly released "OpenGIS Web Feature Service 2.0 Interface Standard" documentation from the Open Geospatial Consortium (OGC).

I admit not being a standard expert at all, so decrypting and interpreting OGC documentation is rather difficult to me. If I understand correctly, this is really version 2.0.0 of the WFS standard: "Implementations of this International Standard shall use the value "2.0.0" as the protocol version number". I also did not find any "what's changed" information to let us quickly understand what's new and updated in WFS 2.0.0. We'll let you know if other geoblogs provide more digestible information.

Using Styled Maps with the Static Maps API

Ugly Map

My first play with the new Styled Maps feature in the Static Maps API is this ugly map.

This map uses eight static maps with different styles applied to each map. I think you'll agree this is one ugly map.

We Fade to Grey

This one is a little more attractive (but no more useful).

Again the map contains eight static maps with different styles applied to each. This time the colour is gradually taken away in each map to end up with the last map tile being entirely grey-scale.

Flashing Map

In this one I've used the same map styles as in the previous example, only this time I've animated through the images to create a flashing map.

It's a strange effect that I can't really seeing having much practical application.

Zoom in Static Map

I've long admired the use of static maps on Flickr. On Flickr geo-tagged photos are accompanied with a small static map that when you mouseover zooms in on the location.

I've tried to create something similar with this example. If you roll over the map with your mouse the map will zoom in. To achieve this I've just used two static maps with the same map style. One map however has been set to a higher zoom. When you rollover the first map a bit of javascript replaces the zoomed out static map with the zoomed in static map.

Styled Static Maps Launches

Google has released Styled Static Maps. This means that developers can now use Styled Maps not only with the Google Maps V3 API and the Maps API for Flash but with the Static Maps API as well. The Static Maps API is useful for those who want to display a map in a browser where Javascript or Flash isn’t supported or to create a lightweight thumbnail map.

The Static Maps API Wizard is a great tool for creating static maps. Currently it doesn't include options to create a styled map, so there could be a good opportunity here for a developer to create a Static Styled Map Wizard app.

Google Earth Blog: Using Maps to Lie

A few days ago, "Geographic Travels with Catholicgauze" had a great post about the size of the crowd at Jon Stewart's "Rally to Restore Sanity".

It seems that conservatives have been passing around an image that shows Glenn Beck's rally with a much larger crowd, but the images were taken from slightly different viewpoints to make thing look different than they actually were. He uses some great images (with overhead maps) to show that the rallies were roughly the same size.

You'll want to read his full post to see how he put it all together, but it makes sense.

The reason I bring this up is because GeoEye just released a beautiful high-res image of the crowd that day. While it doesn't definitively answer the question of which rally was larger (and I'd rather avoid the politics of determining that), it certainly shows quite a huge crowd at Stewart's rally:

To view it in Google Earth, I've taken the high-res version of the image and created an image overlay for it. Download that file and you can zoom down pretty close to check it out.

A common activity in GIS is to mask off parts of an image such that it has transparent pixels in the masked area. We can do this in QGIS too with a bit of help from gdal. Lets look at this niche model I ran for Anopheles gambiae:

What I really want is all the parts of the model that fall outside of the borders of Tanzania to appear transparent. We will use a vector layer to delineate the masked area. I am going to make a mask for Tanzania. To make the mask from the vector layer we can use the gdal rasterize tool. But before we can do that we need to deal with the fact that rasterize is a bit awkward (in current version of GDAL) in that the image you are rasterizing must pre-exist. The simple work around is to just make a copy of my raster that I am trying to make a mask for using gdalwarp. I am using warp with the cutline option, in so doing assigning all cells outside of my country of interest to have a value of nodata. Unfortunately no gui tool exists for this yet so you need to run the command from the command line:

gdalwarp -of GTiff -dstnodata 0 \
-cutline Boundaries/Tanzania.shp Anopheles_gambiae__projection.tif maskbase.tif
```
The first step to making our mask - all the non TZ areas are assigned a null value.

Next I will load my vector layer containing the Tanzanian political boundary into QGIS:

Now I will use the Raster -> Rasterize tool to create the next phase mask – to fill the inside of the mask with the same value. Note that it will overwrite the contents of maskbase.tif – thats ok since we created maskbase specifically for that purpose. You can choose any attribute field for the mask, it doesn’t really matter since we will be replacing all no data values in a few steps time:

After rasterization, all non-masked areas are assigned a value from the vector layer.

Thats great, but I want a value of 1 inside all of the country so I use the shiny new raster calculator tool that will be in QGIS 1.6:

And then create a simple boolean expression to assign all cells of value greate than 1 a value of 1.

I’ve called the resulting file mask.tif. I’ll be throwing maskbase.tif away when I am done since is is a temporary working file. Note that the boolean (< and >) operators in the raster calculator are undocumented, and don’t appear as buttons on the user interface – you will need to type the expression manually. Buttons for these will be added in QGIS 1.7. In the screen shot below if you look at the Value Tool dock window (ValueTool is a great plugin!), you will see that the final mask has a value of 1 where the cursor is placed while the maskbase layer has a value of 222.

The masked areas are now all assigned a value of 1.

Ok so now that we have a mask, we can apply it to arbitrary rasters to make areas of the raster transparent e.g. (Using Layer -> Raster Calculator again):

Some afterthoughts:

There are always many ways to do things with computers in general and with FOSSGIS in particular – and after writing this I thought of some ways to reduce the number of steps … I’ll leave it to my readers to post in the comments if they have other more efficient ways of going about this activity.

Also just a note that I am using the QGIS raster calculator from SVN with a patch applied from Marco for transparency support. The patch will make its way into SVN in the next day or two and the raster calculator in general will arrive in 1.6 release of QGIS (or grab a nightly test build).

Update: The patch mentioned above is now in SVN trunk.

The apartment search engine MyApartmentMap officially launched yesterday.

MyApartmentMap was originally created in 2006 as a simple mashup of real estate and Google Maps to help its creator find an apartment in Boston. MyApartmentMap now provides detailed rental data for over 70,000 locations including states, cities, colleges, neighborhoods, military bases, and zip codes. Its database contains over 400,000 apartments from all 50 states.

Using MyApartmentMap users can search and view apartments with the help of Google Maps. It is possible to refine a search by location, price and number of bedrooms. Nearby grocery stores, restaurants, schools, and other points of interest can also be seen with the click of a button.

Como nos últimos dois posts dessa série, os mapas foram feitos com o gvSIG e banco de dados Postgis, no entando, utilizei agora os dados agregados por município e não por unidade da federação. Procurei a melhor representação dos resultados que evitasse as distorções provocadas pela concentração da população e tamanho dos municípios.

Muitos analistas indicaram que o PT venceu as eleições por ter obtido uma diferença significativa de votos principalmente nos estados do RJ, MG, BA e DF, sendo que a diferença de votos nos estados da região sul e no estado de São Paulo não foram suficientes para o PSDB ultrapassar o PT.

Nos primeiros dois mapas cada município é representado com um círculo em cor única cujo tamanho varia em função do número absoluto de votos obtidos pelos candidatos.

Já no terceiro mapa, cada município foi colorido com a cor do partido (vermelho para o PT e azul para o PSDB) vencedor, porém, foi definida uma transparência para a cor, tornando-a mais clara, na proporção das diferenças de votação. Ou seja, quanto menor a diferença entre o vencedor e o perdedor, mais clara a cor do partido.
