Analyzing Current OperationsIt is safe to assume that if you are reading this then you already believe you have room for improvement in your collection operations. There are a couple of ways that can test the efficiency of solid waste routes.
For a troublesome route, try putting one of your better drivers on that route for a couple of weeks. If the better driver takes just as long as the regular driver then the problem is likely the route and not the driver. Bear in mind that your “better” driver will most likely always get done faster.
There are some industry “thumb rule” counts for stops per route. As “thumb rules” they will not pertain to every area. For example, very rural areas will require more driving and therefore collect at fewer stops. For automated collection, the maximum number of stops per route is 1,000 stops per 8-hour day, and 1,200 and for Semi-Automated (with one helper) it is 800 stops per 8-hour day and 1,000 per 10-hour day. So, in a dense city area where automated routes collect 600 stops in an 8-hour day, there is room for improvement.
A Driver’s View:“When I started driving a garbage truck, I was trained by the driver that was running the route. He was taught by the driver before him and I taught my replacement. That is probably the start of the problem. I ran my route like the driver before me and my replacement ran my route just like I did. That didn’t mean that the route was being run in the most efficient manner.
There were plenty of times that I wondered if there were a faster or better way to run the route but we were always just trying to finish the route on time. With overtime being taboo and already working a five day per week schedule, there just wasn’t any time to try a different approach.
I think what really hurt us was when a driver was out sick. We all knew our routes but very few knew the other routes. When I started, there were no maps or route books to speak of. I myself created one when I was learning my route by going home every day and printing out the route area that I ran. I would then highlight the streets that were in my route. Most drivers didn’t do this and so it was chaos when a driver was absent.”
Route Optimization StrategiesRegardless of whether you are a Private or Public organization, many of the following techniques or strategies can assist to improve efficiency with your solid waste collection:
Heuristic Definition: Logical, commonsense thought-process learned through experience that helps organize ideas, concepts, and information into a useful form or solution. In 1974, the U.S. Environmental Protection Agency released an outline for solid waste routing strategies.
Right Turns
The use of right turns and turnarounds saves time and fuel.
On-board Computers
On-board computers provide accountability and increase driver efficiency.
Optimize Dump Trips
Selecting the optimized location to leave route and head to transfer station/landfill.
Automated Collection
If your area is suitable for automation, it is the preferable way to go.
Optimize Customers
It may sound counter-intuitive, but sometimes canceling customers can save you money.
Routing Software
From point-to-point commercial collection to high-density residential collection there are many software solutions available.

22:10 Python and then some....: Creating a simple Python Geoprocessing tool and adding it to ArcToolbox in AV 9.3

Ask and thou shalt receive… Well it seems as though there is a LOT of interest out there in Python Geoprocessing for ESRI ArcView 9.x. This increased interest may be due to the release of ArcView 10 with ArcPy. For those of you that do not know, Python has been shipped with ArcView for many years now. The ArcToolbox tools are based on Python and when you create a model with the model builder you can export the Python code.
This week’s tutorial will be creating a very simple Python geoprocessing script and then creating a new ArcToolbox tool and adding the Python script to the new toolbox.
I once thought it would be nice to have a simple tool that told me all of the field names in a shapefile. Sure I could open up the attribute table and see them but if I did that I wouldn’t have written my simple tool.
The Script
I think this script is simple enough to explain it with remark statements.
#listfields.py # We need to create the geoprocessor object import arcgisscripting gp = arcgisscripting.create(9.3) # We need to create an argument and assign it to the value of "file" file = sys.argv[1] # The workspace always needs to be identified and here we will use the location of "file" gp.workspace = os.path.dirname(sys.argv[1]) # A good friend to use is the AddMessage. Â This will print to the tool window. Â Very useful with troubleshooting as well. gp.AddMessage("Starting Process.....") # Using ListFields, we get a list of the fields in the inputted "file" fieldlist = gp.ListFields(""+file+"") for field in fieldlist: FieldName = field.Name # As we go thru the list, AddMessage will print each field name out to the tool window gp.AddMessage(FieldName) # And we add one last message so that we know the entire process completed gp.AddMessage("Process Complete")Pretty simple stuff there, but I just wanted to use a simple script for this tutorial.
The Toolbox
Now we will create a new Toolbox where the list field’s script will go.

In ArcToolbox, right click on the ArcToolbox folder at the top and select New Toolbox…

Give your toolbox a name

Right click on your new toolbox and select Add => Script

Fill in the fields on the Add Script and click “Next”. I always use the “Store relative path names…..” to make sharing the toolbox easier.

Select the listfields.py file and check the “Run Python script in process” then click “Next”

Now the hard part. In the script that we created, there was one argument that we used “file = sys.argv[1]” The beauty of Python geoprocessing is that there is a user interface to work with and you do not have to write all of the requirements for your inputs or output.

The display name is what you will see in the tool. For this example we will use “Select your file:”

The Data Type produces a drop down to choose what type of file is to be selected. For this example we will use “Shapefile”

The default Parameter Properties will all be correct for this example. These properties are used to control each of the Parameters (in this example we only have the “Select your file:”) Settings vary from Required or optional field, input or output direction etc.. Click “Finish”

The display name is what you will see in the tool. For this example we will use “Select your file:”

That is all there is to it. You now have your new toolbox entitled “My tools” and within that toolbox a new tool entitled “ListFields”

As with any Toolbox tool, click on the new tool to open it:

Go ahead and select a file and click “OK”.
Obviously this is a basic example of what can be done but it is a start.

For exercise number one, I followed the directions in Bruce Aidells' Complete Sausage Book and modified the recipe for "Chicken and Turkey Merguez", using lamb instead of fowl, espelette pepper in place of cayenne (for the kids), and Banyuls vinegar instead lemon juice for the full Sud de France effect. The results are, I think, not bad for a first try.
We fried up the leftovers for lunch. Less fatty, a little more herby (parsley and mint), and less paprika than the ones we were getting from the marché in Montpellier. The kids loved it.
Our KitchenAid made grinding and stuffing a breeze, at least for this quantity. Natural sausage casing is remarkably puncture resistant and easy to handle. A little more practice and we should be able to run it faster and really crank out the links.
Does listing the ingredients make this open source sausage?
- 2.25 pounds 90% lean lamb (85% might be better)
- 1/2 medium onion + 2 large cloves garlic, chopped very fine
- 1/4 cup parsley + 1/8 cup mint, fresh, minced
- 1.5 tbsp kosher salt
- 1/2 tsp granulated sugar
- 1 tsp ground black pepper
- 1/2 tsp espelette pepper (I'd do a tbsp if I had it)
- 1.5 tbsp paprika
- 1.5 tsp ground coriander seeds
- 1.5 tsp ground fennel seeds
- 1.5 tsp ground ground cumin seeds
- 1/2 tsp powdered turmeric
- 1/2 tsp ground allspice
- 1.5 tbsp tomato paste
- 1 tbsp Banyuls vinegar
- 4 feet natural (intestinal submucosa) pork sausage casing

sur Planet OSGeoUna novedad que llevará la próxima versión de SEXTANTE (y que ya está disponible en las versiones diarias desde hace algún tiempo e incluso la presenté en las jornadas de gvSIG en diciembre) es la ejecución iterativa de algoritmos. Para todos aquellos algoritmos que toman como entrada alguna capa vectorial, es posible ejecutar dicho algoritmo sobre cada una de las entidades de esa capa. Es decir, que si, por ejemplo, contamos con una capa de polÃgonos con 10 entidades y ejecutamos el algoritmo "Cortar capa raster con capa de polÃgonos", al hacerlo iterativamente se ejecutará ese algoritmo 10 veces, tomando cada vez como entrada vectorial una capa que contiene un único polÃgono. De este modo se generarán 10 nuevas capas raster, automatizándose el proceso notablemente.
Un resultado similar se podrÃa obtener anteriormente separando la capa vectorial en n capas vectoriales de una entidad y después recurriendo al proceso por lotes. Ahora SEXTANTE permite hacer eso en un único paso.
Para acceder a la ejecución iterativa de un algoritmo, basta pinchar sobre su nombre en la caja de herramientas. Aparecerán tantas opciones de ejecución vectorial como parámetros de tipo capa vectorial requiera el algoritmo, ya que no es posible iterar sobre varias capas a la vez, debiendo elegirse una de ellas en caso de que el algoritmo necesite varias.

L'explication de cette expression m'a été rapportée par Jean Bourdelle alors qu'il était rédacteur en chef du Journal des Maires.
L'anecdote se situe dans les jardins des Tuileries, sous les fenêtres d'un journaliste d'un grand quotidien national. Un marronnier en décalage saisonnier déployait systématiquement ses feuilles une quinzaine de jours avant les autres. Unlike the EU the US has not adopted a national emissions reduction target. In the EU the Energy Commissioner is planning to give member states two years to improve energy-saving efforts before imposing legally binding energy efficiency targets on member states unless they accelerate effort to cut GHG emissions 20 per cent by 2020.
In the US the EPA is requiring that electric utilities proposing new generating units or major modifications to existing units that result in a significant increase in emissions submit to a pre-construction review. Recently the EPA has sued Ameren Missouri, claiming that Ameren made major upgrades to its1.2 GW Rush Island coal-fired power plant without installing modern pollution control equipment. Ameren claims that the upgrades were routine maintenance.
The EPA plans to introduce new emissions performance standards for new and existing power plants and petroleum refineries under the Clean Air Act, to force some of the country's worst polluters to reduce carbon and other emissions. The new proposed standards for power plants will be released in July and for refineries in December 2011. Final decisions on the new standards will released in May 2012 and November 2012. The impetus for new standards is a result of a legal settlement with twelve states and others (New York, California, Connecticut, Delaware, Massachusetts, Maine, New Hampshire, New Mexico, Oregon, Rhode Island, Vermont, and Washington, the District of Columbia and the city of New York), which sued the EPA for failing to update pollution standards for fossil fuel power plants and petroleum refineries.

sur Planet Geospatial - http://planetgs.comThe U.S. Environmental Protection Agency (EPA) has submitted a draft study plan on hydraulic fracturing (fracking) for review to the EPA's Science Advisory Board, comprised of a group of independent scientists. The scope of the research project includes the full lifespan of water in hydraulic fracturing, from acquisition of the water, through the mixing of chemicals and actual fracturing, to the post-fracturing stage, including the management of flowback and produced or used water and its ultimate treatment and disposal.
After review by the Science Advisory Board, the EPA will respond to the SAB’s comments and the study will begin immediately. Results of the research and study conclusions will be made public by the end of 2012.

sur Planet Geospatial - http://planetgs.comThe not unexpected news that Nokia have finally given up on it’s Symbian mobile phone operating system is still sad news. Symbian owes its existence to the plucky (yes I know a cliche) British firm of Psion, original develops of computer games for Sinclair and developers of the first generation of PDAs. Needing a relatively powerful operating system which allowed multi-taking, could drive a simple graphic user interface with low power consumption, Psion developed EPOC the  ”Electronic Piece Of Cheese”.
EPOC was developed over ten years from the late 1980′s powering such iconic devices at least for us Brits as the Psion Series 3 PDA. EPOC had developed into a full 32bit operating system by 1997, and was renamed Symbian and in 1998 Psion itself became part of Symbian a joint venture with the major mobile phone manufacturers of the time; Motorola, Ericsson and Nokia with the aim of producing software to run mobile phones.And the rest is history.. Symbian increasing lead by Nokia as the other phone manufactures dropped out became increasing complex both from a developer perspective but more importantly from a user perspective.. a point driven home when the iPhone hit the market.
So we come to last weeks burning platform memo, and the jump to Microsoft, a sad end to another British innovation that lost it’s way ?
Incidentally if I was in charge of a burning oil platform and had to command my crew to jump into the dark waters below, I’m not sure if would be very wise to direct everybody to get on just one of the lifeboats in the water, and really dangerous to all get on the smallest.. Still what do I know about maritime safety !

Pourtant nous n'avons pas encore développé les liens existant entre SIG et urbanisme, voici des pistes qui seront abordées en plusieurs billets, en axant plus particulièrement sur SIG et urbanisme dans les collectivités locales …Ce que je constate dès le début de mes recherches, c'est que le sujet est rarement abordé : j'ai juste trouvé un sujet sur le forum SIG.
A mon sens, la géomatique et l'urbanisme sont deux disciplines qui touchent au territoire :
- Le SIG offre des outils d'observation de l'espace.
- L'urbanisme est une discipline multiforme qui recouvre de nombreux domaines tendant à l'aménagement de l'espace : aménagement du territoire, habitat, urbanisme règlementaire, aménagement opérationnel.
Rapide définition de la géomatique pour les non spécialistes
L'information géographique désigne toute information liée à une localisation sur le territoire = des informations (données) associées à une carte (représentation dans l'espace) = infos + carto
La géomatique (géographie + informatique) concerne la gestion des bases de données géographiques et fait appel aux sciences et technologies liées à leur acquisition, leur stockage, leur traitement et leur diffusion. La géomatique assemble des données tant géographiques qu'attributaires stockées sur des supports informatiques.
Les systèmes d'information géographiques (SIG) représentent une véritable organisation autour de ces outils géomatiques : ils sont constitués d'équipements, de données géographiques, de procédures, de ressources humaines, permettant de gérer et diffuser de l'information géographique = une organisation en matériel, données et moyens humains mettant à disposition des données et des outils d'information géographique
Quand on y s'est habitué, la géomatique devient vite indispensable au travail de l'urbaniste :
* par exemple pour calculer le potentiel constructible d'un document d'urbanisme, calcul auparavant obligatoire dans les POS (Plans d'Occupation des Sols, version antérieure aux PLU, Plans Locaux d'Urbanisme),
* ou bien pour recenser les propriétés publiques,
* ou simplement comme outil de communication.
Ainsi le SIG se présente assez naturellement comme un outil au service de l'urbanisme. Son développement dans les collectivités s'est souvent fait autour du déploiement de la consultation cadastrale ou dès les années 70 avec les “banques de données urbaines”. Les pionniers qui se sont engagés dans cette voie ont fait les frais d'un support informatique encore peu convivial et bien loin de l'univers du SIG bureautique. Certaines initiatives ont avorté à cause de ce côté “machine à gaz”. D'autres se sont enrichies pour déboucher sur de véritables services "SIG et topo" porteurs d'une extraordinaire richesse de données.
Si les SIG sont plutôt bien présents dans les services des collectivités, il n'en est pas toujours de même dans les bureaux d'étude urbanisme, missionnés par les collectivités : pour produire des données numérisées suivant des principes géomatiques, il faut souvent faire appel à des sous-traitants et livrer les données à chacun, parfois même dans plusieurs formats ...
On peut considérer qu'entre urbanisme et SIG le lien est quasiment structurel : la géomatique étant un outil essentiel de lecture du territoire. Néanmoins il existe des incompréhensions entre les deux domaines d'activité.
Première pierre d'achoppement à mon sens, la question tournant autour de la précision des données. La géomatique dans les collectivités, par sa forte composante “topo”, cherche en permanence la précision géométrique à grande échelle (une échelle très précise). L'urbanisme est souvent beaucoup moins précis :
- plans d'occupation des sols sur des fonds de plan vieux de plus de dix ans avec des contours de zone bien épais représentant déjà plusieurs mètres d'incertitude au sol, sans compter l'évolution des contours parcellaires servant de support aux zonages,
- documents différents selon l'échelle retenue (ça peut exister entre les différentes planches d'un POS par exemple la carte générale au 5000è et un zoom sur le centre-ville au 2500è),
- schémas d'aménagement présentés sous forme de “patates” aux limites floues.

Building on many Autodesk desktop technologies (such as LandXplorer) and labs projects, Project Galileo is:
an easy-to-use planning tool for creating 3D city models from civil, geospatial and building data, and 3D models. Galileo also enables users to sketch conceptual infrastructure ideas within the 3D city model.
Only so much can be said about a technology, so instead of fumbling over a description I will point you to Autodesk Labs where Project Galileo will be available for your hands-on experience through mid-August, 2011. And of course there are always the videos that software manufacturers are providing to tempt us with their (soft)wares. This particular video looks at Project Galileo’s potential in GeoDesign.

Adding to my experience with Oracle from the last post. Turns out that the ‘Well Known Text’ (WKT) representation of MultiPoint geometries differs between Oracle and MS SQL Server,MySQL. Consider the ‘STMPointFromText‘ method in MS SQL Server, the representation of the MultiPoint geometry it expects is like the example shown below.
MULTIPOINT(-122.360 47.656, -122.343 47.656)
As you can see, the Latitude & Longitudes are separated by a space and the coordinate pairs are separated by a comma and that’s it. Here is how Oracle expects the WKT for a MultiPoint geometry to be represented.
MULTIPOINT((-122.360 47.656), (-122.343 47.656))
Oracle expects the coordinate pairs to also be enclosed with parenthesis. Wikipedia seems to agree with the Oracle representation also. Apparently, the initial OGC specifications were not clear and the community started using the first representation for MultiPoint geometries. Some of the .NET GIS libraries I work with use the first version of the MultiPoint geometry WKT. But OGC has clarified the specifications and accordingly, the second version used by Oracle is the correct one. MS SQL Server and MySQL use the first version of the MultiPoint geometry WKT. This has turned out to be a pain for us and probably for other gis developers out there also.
