Por hora, posso revelar que este projeto tem concentrado o empenho de várias pessoas, do Brasil e de Portugal, que habitualmente trabalham com Sistemas de Informação Geográfica.

Além dos SIG, este projeto também se foca no Open Source. Por enquanto é tudo o que posso dizer. Resta-me pedir que nos ajudem na divulgação, espalhando a noticia e que fiquem atentos, porque até dia 30/03/11 haverá mais novidades.

Between the Poles: Fukushima Daiichi: Radiation Levels Near Plant Remain High

On Friday, March 18 17:36 JST (04:36 am Friday March 18) NHK reported that TEPCO reported radiation measurements about 500 meters northwest of the Fukushima Daiichi plant on Friday Mar 18 JST afternoon.
- 1:50 PM 3,484 μSv/hr
- 2:50 PM 3,339 μSv/hr
For a nuclear energy worker 15 hours of exposure to this level of radiation is equivalent to the annual permissable exposure of 50 mSv.

GeoIQ Blog: SxSW and Interoperable Location Data

This week I was at SxSW Interactive, for those that aren’t familiar it is a 5 day conference about new technology. I was there to be on a panel about “Interoperable Location Data” with Josh Babetski from Mapquest, Adam DuVander of Programmable Web, Scott Raymond from Gowalla and Tyler Bell of Factual. The premise of the panel was that many organizations are currently creating point of interest databases, but how do you combine them or allow them to interact?

What was interesting was the day before Foursquare made an announcement that fit directly into this premise. They began partnering with other organizations to link information between checkins and other services. You can see this in action on the the Thrillist section of Foursquare. If you notice there is a “More Info” link next to each of the displayed venues. The permise of this is you can then go read the Thrillist review of the venue and easily add it to your Foursquare to-do list. I think the idea of “pre-exploring” an area is interesting, meaning when I normally use Foursquare I tend to only use it when I am out and about. Sometimes I look to see where my friends are, other times I look for popular places to go. Combining the Foursquare information with other things allows me to explore from my desktop and plan to do things later. So Foursquare has starting doing these integrations how can everyone do it? Services are emerging to crawl and collecting this data such as Factual and others are attempting to solve the problem on their own. The most idealist suggestion was to create a foundation to hold specific location information everyone would link to. This was suggested as a possibility within our SxSW panel, but I think everyone agrees it would likely be impractical. I’m excited to see how GeoIQ analysis modules can further aggregate data from a variety of sources to help others create these links and potentially serve as an outside link as well. This can either happen through our APIs or straight downloads as well. I’m excited because I think it means more cross data analysis similar to Sean’s recent analysis into San Francisco start-ups and his other analysis on DC Restaurant Inspections and Yelp Reviews.

As combining data continues to become easier I can wait to see what other insight is possible!

Daniel Morissette: News from the Montreal OSGeo Code Sprint

This week, Montreal was the host of OSGeo's 2011 Code Sprint where 29 OSGeo project developers and contributors from North America and Europe spent four intensive days working and meeting face to face for the advancement of their respective projects.This year's sprint included teams working on the following projects: MapServer, GDAL/OGR, PostGIS, libLAS, ZOO Project, TinyOWS and GeoPrisma. In addition to the actual coding and project meetings, those sprints provide a unique way to build and maintain synergies between the projects and their developers.

On the MapServer front, the focus was on the 6.0 release. MapServer 6.0.0-beta2 should be released later this afternoon with the outcome of the sprint work.

Ruby bindings for MapServer and GDAL were brought back into maintenance, and some enhancements were made to the Oracle (OCI) driver in OGR.

The LibLAS group has been planning and setting up the bases of the new libPC (PC for Point Cloud), which will provide a generic interface to point cloud data formats. Think of libPC as the GDAL of point clouds.

The PostGIS team moved closer to the PostGIS 2.0 release with core changes to indexes, better support for raster map algebra, and several tickets closed on shp2pgsql.

The ZOO Project team worked on a new WPS service for athmospheric dispersion to simulate the dispersion of the cloud that spreads from the Japanese nuclear power plants. The team also made some good progress (testing and docs) towards the upcoming ZOO 1.2 release.

A MapServer mapfile parser has been added to TinyOWS to directly read the layer configuration information from a MapServer mapfile. This addition will significantly facilitate the use of TinyOWS as a WFS-T to complement MapServer.

The GeoPrisma team got together to add support for two new service types (OGC WFS and WPS), as well as fixes to the print widget and some general security issues. They also started to build demos integrating the latest version of most projects present at the sprint including: MapServer, TinyOWS (with mapfile support), GeoPrisma, Zoo-Project and WKTRaster. Stay tuned to see this demo in action (link not available yet).

And of course there was the social side of the program, with a hockey night on Thursday, and hours of talk and lots of new ideas exchanged informally during the social events each night.
Part of the group also went for a hike to the top of Mont-Royal to enjoy the view from the top of Montreal Island:

Between the Poles: How long can you remain outside with a radiation count of 150 μSv/hr ?

MEXT has reported a radiation reading of 150 μSv/hr 30 km northwest of Fukushima Daiichi nuclear power plant. If you were living there and this rate is sustained for a long period of time, would you have to worry ?

In Canada maximum dosage rates are based on the International Commission on Radiological Protection (ICRP).

Maximum Dose for a Nuclear Energy Worker

If you are a nuclear energy worker, the maximum dose over a five year period is 100 mSv with an additional restriction that the dose in any single year is not to exceed 50 mSv.

With a rate of 0.150 mSv/hr, you would reach 50 mSv in 333 hours, or about 14 days.

Maximum Dose for the General Public

The maximum permissable dose for the general public is one mSv/yr. (This is over and above the dose you get from ambient background radiation.)

With a rate of 0.150 mSv/hr, you would reach the annual maximum dose in about seven hours.

Conclusion

You really don't want to be outside in this level of radiation for an extended period.

Between the Poles: High Radiation Readings 30 km Northwest of Fukushima Daiichi

MEXT publishes radiation readings for all prefectures, except Miyagi and Fukushima, by hour as well as readings from monitoring posts 20 km or more away from the Fukushima Daiichi nuclear power station.

The highest readings among the prefectures for which readings were reported on March 18 were in Ibaraki Prefecture, just south of Fukushima Prefecture
- 0-1 0.203 μSv/hr
- 6-7 0.198 μSv/hr
- 11-12 0.192 μSv/hr
- 14-15 0.189 μSv/hr
- 16-17 0.187 μSv/hr
These readings are about four times the average reading in Tokyo of 0.050 μSv/hr for the period between Mar 17 9 am and Mar 18 9 am.

The highest readings reported for the region more than 20 km away from Fukushima Daiichi were recorded 30 km northwest of Fukushima Daiichi Mar 18.
- 13:32 150 μSv/hr
- 12:33 140 μSv/hr
- 11:33 140 μSv/hr
This is almost 3000 times the average reading in Tokyo. This means that a person would get in 20 hrs the equivalent of a year's dose from ambient background radiation.

March 16 readings of 330 μSv/hr were recorded 20 km northwest of Fukushima Daiichi.

Depuis quelques jours, une nouvelle barre inférieure a fait son apparition dans votre navigateur : elle vous permet de partager vos discussions préférées sur vos réseaux sociaux ou lecteurs de nouvelles favoris.

Quelques explications, pour les néophytes de ce type d'outils :

Les icônes Addthis
Addthis, c'est l'API que le portail GeoRezo a choisi pour afficher les petits icônes (réseaux sociaux, mél impression) vous permettant de partager, diffuser, imprimer...les informations qui vous intéressent.

En quelques clics, vous personnalisez cette petite barre d'outils à vos besoins, et ensuite... elle s'occupe de tout !

Vous pouvez y afficher 6 icônes maximum.

Les 6 icônes sont mobiles : vous disposez potentiellement d' un affichage différent en fonction des icônes sur lesquelles vous cliquez ou selon la façon dont vous gérez votre propre configuration. Cette configuration est la même quelque soit les sites (nombreux) qui affichent les icônes Addthis.

Après avoir choisi et paramétré vos icônes personnelles, vous devez vider le cache de votre navigateur (touche F5 en général) pour que ces modifications soient prises en compte.

Selon l'usage qui sera fait de ces icônes, celles-ci se positionneront naturellement par ordre d'importance, selon leur fréquence d'utilisation.

Bien entendu, vous avez toujours la possibilité de partager les sujets qui vous intéressent sur d'autres supports que les 6 réseaux apparaissant dans cette barre réduite : il suffit dans ce cas de cliquer sur l'icône "partager" pour accéder à ses réseaux complémentaires favoris !

Et bien sûr à tout moment chaque utilisateur peut modifier les réseaux où il compte partager les informations qui lui semblent intéressantes.

A titre d'exemple un affichage possible :

Comportements :
- Un positionnement de la souris (sauf sur Chrome pour l'instant) sur Partagez affiche un pop-up avec les icônes les plus populaires ou en fonction de votre configuration (cf. plus haut). Le lien "settings" vous permet de gérer votre configuration personnelle.
- Un clic sur "Partagez" ouvre un autre fenêtre pop-up avec la liste exhaustive de tous les services disponibles dans Addthis.

Welcome to the Friday’s Food for Thought on got geoint? As always, we assume that many of you are happy about conquering another work week. And, well, it’s been quite a week. The disaster in Japan is (rightly) taking up much of the news cycle and things just keep getting worse. The death toll keeps rising and the nuclear threat levels in Japan are equal to that of 1979 Three Mile Island accident in Pennsylvania. And some folks on the West Coast are starting to fear that radiation from Japan will makes its way across the Pacific (this is totally unfounded). So, we are going to dive a bit more into this nuclear issue — with a GEOINT twist of course. And, just a quick reminder that the clearances to attend the NGA Tech Showcase West are due March 25.

History of Nuclear Energy
Ionising radiation was discovered by Wilhelm Rontgen in 1895, by passing an electric current through an evacuated glass tube and producing continuous X-rays. Then in 1896 Henri Becquerel found that pitchblende (an ore containing radium and uranium) caused a photographic plate to darken. He went on to demonstrate that this was due to beta radiation (electrons) and alpha particles (helium nuclei) being emitted. Villard found a third type of radiation from pitchblende: gamma rays, which were much the same as X-rays. Then in 1896 Pierre and Marie Curie gave the name ‘radioactivity’ to this phenomenon, and in 1898 isolated polonium and radium from the pitchblende. Radium was later used in medical treatment. In 1898 Samuel Prescott showed that radiation destroyed bacteria in food. In 1902 Ernest Rutherford showed that radioactivity as a spontaneous event emitting an alpha or beta particle from the nucleus created a different element. He went on to develop a fuller understanding of atoms and in 1919 he fired alpha particles from a radium source into nitrogen and found that nuclear rearrangement was occurring, with formation of oxygen. Niels Bohr was another scientist who advanced our understanding of the atom and the way electrons were arranged around its nucleus through to the 1940s. Japanese engineers conceded on Friday that they may have to bury the crippled Fukushima Dai Ichi nuclear plant in sand or encase it in concrete to try to contain the radiation. However, entombing the facility is considered a last resort and engineers are still hoping to restore power and restart water pumps in order to cool the overheating nuclear rods, Reuters reports. “It is not impossible to encase the reactors in concrete. But our priority right now is to try and cool them down first,” an official from the plant operator, Tokyo Electric Power Co, said at a news conference, according to Reuters. Concerns about the failing nuclear reactors in Japan and the fear of spreading radiation inspired me to share one of my favorite maps. The map shows areas in the United States crossed by two or more radioactive clouds during the era of nuclear testing (1951-1962) in the American Southwest. Click on the map for a larger version.

Richard Miller painstakingly created his map showing where humans, animals, and the environment were contaminated by radioactive fallout, broadly dispersed by weather patterns.

A sublime map, both beautiful and terrifying.

The map is also reproduced in my forthcoming book, Making Maps, 2nd Edition (due any day now).

The archive of presentations from the NSGIC 2011 Midyear Conference is now open. It includes the final conference program, an attendance roster and all of the PowerPoint collections presented during the event.

This archive joins the NSGIC Open Notes collection from the conference which includes notes taken during the event by several attendees, collections of tweets shared during the conference and products derived from those tweets (word clouds, lists and links), and a "NSGIC Glossary" that started to grow during the conference.

Among the highlights of the 2011 Midyear:
- More federal agencies are getting involved with NSGIC and with the state GIS Coordinators, broadening partnerships and finding more ways to reduce duplication of effort.
- Address data (Addresses for the Nation?) are becoming a major focus.
- The FCC's broadband map effort emerged as a great example of what the feds and the states can do together with the right sort of partnership.
- There is a growing interest in making crowd-sourcing a part of a larger, more open approach to populating and maintaining a National Spatial Data Infrastructure.
- Someone finally has tried to map a state's budget. It did indeed turn out to be a challenge, but seems to have been worth it.
The 2011 Midyear archive is added to a growing collection of NSGIC conference materials that goes back to the 1999 Midyear conference, held in Chicago.

Google Earth Blog: More resources for post-Earthquake Japan

Over the past week, we've worked hard to bring you the latest imagery and applications related to the Japanese earthquake and tsunami. Last week we showed you a list of various resources, then some fresh imagery that was released on Saturday, and then another update earlier this week with even more useful resources. Today we have a few new ones that you may find to be valuable.

The best use of imagery is probably ABC News and their impressive before and after maps. Just slide your mouse across a map to see the before/after shots compared, and you'll be stunned by the differences.

Next we have a useful map that is powered by the Google Earth Plug-in to show available roads in Japan, along with other information about flooded regions, power plant locations, etc. Data comes from HONDA, GeoEye and other sources.

Google Maps Mania points us to the Japan Quake Map, which shows a timeline of the earthquakes around the country. This is by Paul Nicholls, who also brought us the Christchurch Quake Map back in February after the major earthquake in New Zealand.

For a bit more imagery, NASA has released some fresh images of Ishinomaki, which you can view here or see in Google Earth using this KML file.

They also released a nice before/after view of Rikuzentakata, which you can view here.

GeoEye, in addition to releasing a ton of imagery as we've already seen, also released a stunning photo of Ishinomaki yesterday, which you can find here in their gallery.

Last fall, we showed you the cool "AnotherEarth" site that allows you to view two Google Earth plug-in windows side-by-side to compare various features as you zoom around, and the windows stay in sync with each other. Now John has created a new version of the system that has the base (pre-earthquake) Japan imagery on one side, and the fresh imagery from various sources on the other side, giving you a great tool to see the before/after differences for much of the country.

The digital resources regarding Japan are pouring in, so hopefully the financial resources are as well. Many ways to give are listed on the Google Crisis Response page and we encourage you to consider donating to the cause. This effort is complicated by high radiation levels of up to 20 millisieverts per hour at some points. TEPCO says it hopes to complete laying the cable on Friday afternoon and to connect power lines to the two reactors by Saturday.

The temperature of a spent fuel pool is maintained by constant cooling, which requires a constant power source. If fuel is no longer covered by water or temperatures reach a boiling point ~100 °C, fuel can become exposed and there is a risk of radioactive release. The concern about the spent fuel pools at Fukushima Daiichi is that sources of power to cool the pools have been compromised.

Unit 3

Concern about spent fuel storage conditions has led Japanese officials to attempt to drop water from helicopters (unsuccessful) and spray water from police water cannon trucks (unsuccesssful) and military fire trucks (successful, 30 tonnes) onto Unit 3 Reactor Building.

Unit 4

The IAEA reports that Unit 4 remains a major safety concern. No information is available on the level of water in the spent fuel pool. No water temperature indication from the Unit 4 spent fuel pool has been received since 14 March, when the temperature was 84 °C. No roof is in place.

Units 5 and 6 Reactors

The IAEA reports that the water levels in the reactor pressure vessels of Units 5 and 6 have been declining.

JAIF has reported rising temperatures of the SFPs at Units 5,6 since March 15.

If you’ve been following the Japanese earthquake you might have seen the “before and after” photo technique popularized by the New York Times. I always thought this technique would be a great way to compare choropleth maps. So, I was excited when I came across this jquery plugin that mimics the technique. Here is the map that I made out of some Maricopa County voting maps.

The map is pretty easy to put together. First you need to produce your choropeth maps. You can do this with some open source GIS programs like QGIS and uDIG. I used ESRI’s ArcMap and exported two images as jpegs. The key here is that the images need to be the same size. Save one image as before.jpg and the other as after.jpg.

Make a folder that will contain your images, html and javascript.

Using a text editor make the html file. Here is the code:

The first part of this code calls jquery and the plugin. Make sure you put the plugin javascript in your folder. The next sections defines the function. The plugin has some options that you can declare. In the body, we declare two divs. These will hold the images. To make the map bigger or smaller change these divs to match your image sizes. Once you have the html, javascript and images together, place the folder on a server. Here is a zip file of my folder.

De la gouvernance à la gouvernance territoriale : enjeu de l’européanisation de l’aménagement du territoire. Réflexions à partir d’une recherche dans le cadre de l’Observatoire en réseau de l’aménagement du territoire européen (ORATE)

Cet article se fonde sur une expérience de participation à l'une des recherches du programme de l’Observatoire en réseau de l’aménagement du territoire européen (ORATE) relative à la gouvernance des politiques territoriales et urbaines du niveau européen au niveau local. Les auteurs entendent démontrer le caractère normatif de l’utilisation de la notion de gouvernance dans le cadre du programme de recherche. Ils en déduisent que l’enjeu de la mobilisation de cette notion, déclinée en gouvernance territoriale, se situe au niveau de la volonté politique d’européanisation de l’aménagement du territoire. Ainsi, les résultats du travail de recherche de l’ORATE sur la gouvernance territoriale s’inscrivent plus volontiers dans une perspective de validation d’un concept utilisé de manière normative que dans celle d’une production de résultats sur l’état de la gouvernance en Europe. En conséquence, les auteurs proposent une réflexion sur ce que pourrait être une utilisation de la gouvernance comme outil conceptuel ménageant objectivité scientifique et objectif politique d’européanisation de l’aménagement du territoire européen via le recours à la gouvernance dans sa déclinaison territoriale.
